International Public Health Forum on Cannabis. Prevention at the heart of our actions. September 16 to 18, 2019

In the context of the Federal Government’s commitment to legalize cannabis, the Gouvernement du Québec took note of the bill tabled on April 13, 2017. It launched a consultation and discussion process that lead to the tabling of a framework bill in fall 2017.

Apart from the holding of the Forum of Experts on Regulation of Cannabis in Québec, held on June 19 and 20, 2017, the approach chosen by the Gouvernement du Québec also proposed public consultations in different regions of Québec and online, from August 21 to September 12, 2017.

This document presents the summary of the presentations made by the national and international experts during the Forum of Experts on Regulation of Cannabis in Québec.

In the wake of the bill tabled by the Federal Government in view of legalizing cannabis for recreational purposes, the Gouvernement du Québec undertook to initiate a consultation process. This allowed it to fuel its reflections on the cannabis regulation parameters that are within its jurisdiction and that has been deployed in Québec. Based on public health and safety principles, the regulation seeks to protect the public and minimize the risks and harm related to cannabis consumption.

This is the context in which the Forum of Experts on Regulation of Cannabis in Québec was held on June 19 and 20, 2017 at the Palais des congrès de Montréal. This Forum sought to:

  • hear the experts on the subject and enable participants from different sectors of activity to discuss concrete themes concerning regulation of cannabis;
  • prepare the public consultations scheduled for the end of summer 2017.

A few hundred participants took part in the event.

Public Consultations

Report of the Public Consultations - Regulation of Cannabis in Québec (in French only) 

This document reports on the opinions expressed by the individuals and organizations that participated in the regional consultations and the Web consultation on regulation of cannabis in Québec, which were held from August 21 to September 12, 2017.

In the context of legalization of cannabis, the consultation approach adopted by the Gouvernement du Québec proposed:

  • public consultations in different regions of Québec, from August 22 to September 12, 2017, in the following cities: Rimouski, Québec, Saguenay, Trois-Rivières, Granby, Montréal and Gatineau;
  • on online consultation, from August 21 to September 12, 2017, during which citizens and representatives of organizations was able to:
    • answer a questionnaire, or
    • submit a written document.

These public consultations had the following objectives:

  • hear the different organizations  concerned by the issues arising from regulation of cannabis;
  • hear public opinion on the major decisions to be made concerning regulation of cannabis in Québec.
